In July 2017, The State Council issued the "New Generation of Artificial Intelligence Development Plan", which proposed the guiding ideology, strategic goals, key tasks and safeguard measures for the development of China's new generation of artificial intelligence by 2030, and deployed the first-mover advantage of China's artificial intelligence development. The plan also pointed out that artificial intelligence science popularization activities should be widely carried out, and the majority of scientific and technological workers should be encouraged to participate in the popularization and promotion of artificial intelligence. Implement the national intelligence education project, set up artificial intelligence-related courses in primary and secondary schools, gradually promote programming education, and encourage social forces to participate in the development and promotion of programming teaching software and games that combine education with fun. Encourage scientists to participate in the popularization of artificial intelligence.
In order to give full play to the role of China International Association for the Promotion of Science and Technology in the field of artificial intelligence science, the association decided to set up a special agency for the popularization of artificial intelligence education for teenagers to undertake the work of artificial intelligence science for teenagers.

At the meeting, the Youth Artificial Intelligence Education Popularization Work Committee reported the work plan to the General Assembly. The committee should carry out its work in an all-round way with the main goal of deeply implementing the national strategic deployment on artificial intelligence, promoting the popularization of AI-related technologies among Chinese youth, and improving their scientific literacy and innovation ability. Various surveys and studies have been carried out on the theme of the popularization of artificial intelligence education for teenagers.
